FUNGSI PENGAWASAN DEWAN PERWAKILAN RAKYAT DAERAH PROVINSI JAWA BARAT Studi pada Proyek Pembangunan Tol Cisumdawu (Cileunyi-Sumedang-Dawuan) Tahun Anggaran 2020

As an element of regional government administration, Dewan Perwakilan Rakyat Daerah has three functions, one of which is a supervisory function. The supervisory function is carried out on the Cisumdawu (Cileunyi-Sumedang-Dawuan) Toll Road construction project whose completion is not in accordance with the target. The purpose of this study is to describe and analyze the implementation of the supervisory
function carried out by Dewan Perwakilan Rakyat Daerah of West Java Province on the Cisumdawu Toll Road construction project in the 2020 ϔiscal year. Furthermore, to obtain data and information regarding the obstacles and efforts to overcome the obstacles faced, the research method used is descriptive qualitative, with data collection techniques with data triangulation. The theory used was put forward by McCubbins & Schwatz (1984: 65-79) where there are dua
models of supervision carried out by political institutions, namely the Police Patrol Oversight and Fire Alarm Oversight models. The results of the study found that the implementation of the supervisory function of the
West Java Provincial DPRD in the Cisumdawu Toll Development Project for Fiscal Year 2020 has been running according to regulations, but the obstacles faced cannot be solved by one party alone because it involves other stakeholders, besides that there are limitations in scope and the supervisory authority of the DPRD.The obstacles faced are, the toll road development target has not been realized, the progress of land acquisition is slow, the conϔlict between regulations and the interests of the affected community. Meanwhile, the efforts made by the DPRD of West Java Province are: the implementation of a labor-intensive scheme, capital participation in PT Jasa Sarana, collaboration with MUSPIDA of Sumedang Regency, Coordination with BPN, and PT Jasa
Sarana. Suggestions given are by developing supervision techniques and procedures, increasing socialization to the community by coordinating with stakeholders, improving the administration of supervisory activities, providing training and education to members of the West Java DPRD according to their duties.
