Abstract

Deviations that occur in the implementation of personnel hiring K2 (Category Two) honorary officers became CPNS (Civil Servant Candidate) in Dompu District specifically, openness regarding honorary personnel who meet the criteria nor does it meet the criteria required for implementation transparency from the local government especially the function of the BKD (Regional Employment Agency) and PSDM (Human Resource Development) of Dompu Regency because it does not rule out the possibility the acceptance of the problematic CPNS (Civil Servant Candidate) is very close to the practice of KKN (Corruption, Collusion and Nepotism) carried out by officials concerned. It can occurs because of weak supervision of the course of the process recruitment so as to provide opportunities for stakeholders to violate the rules that have been established so that the Regent of Dompu issued a decree on cancellation of 134 honorary personnels of Category Two . It is suspected that this can occur due to manipulation or falsification of documents carried out during the verification and validation stages data. The purpose of this research is to find out, analyze and explain the Implementation of Manpower Appointment of Category Two Honorary Becomes Civil Servant Candidate in Dompu Regency of West Nusa Tenggara Province. In this study the author using descriptive qualitative methods, using techniques interview to obtain primary data from informants. The theory used in this research is policy implementation theory from Repley and Franklin in their book Policy Implementation and Bureaucracy. The result of research shows that the implementation of staffing Category Two honorary to become civil servant candidate in Dompu regency in general has been carried out quite well seen from in terms of implementer compliance, but in terms of sustainability implementation has not run optimally. So that need to improve discipline in reporting the number of honorary workers in each regional work unit.
