Abstract
The background to the development planning study is conducted in accordance with the needs of the field yet. Implementation of development carried out by the lack of standardized processes. Human Resource Development conducted by each individual and Evaluation of Human Resources Development is done in proportion. This study aims to describe and analyze the process of planning, implementing, and evaluating the development of apparatus echelon III / recommend alternative models are considered feasible solutions. The design of this study used a qualitative approach. To understand the meaning, events, and interactions of people, use of theoretical orientation or theoretical perspective with a phenomenological method (phenomenological approach), so that researchers can understand the emic concepts, views, values, ideas, ideas , and norms prevailing in the study, in order to avoid misinterpretation of the meaning of the object under study. The results may indicate that the process of human resource development in the Administrative Office of the Province of West Java, which consists of 4 (four) phases made it only needs a diagnosis phase (needs analyzed), because the education department to plan and implement development of the apparatus does not have full authority, for the development of civil authority there BKD and the Provincial Training Agency. Implementation phase of the development carried out by institutions outside the education department under the coordination of Education and Training Agency and BKD in collaboration with universities and the implementation does not comply with the demands of the position. Who conducted the evaluation of the education and BKD are only focused on the performance of administrative and personnel in general and DP3. The process of developing personnel resources in west Java province education office has not been as expected, because it does not meet the needs of the organization and office needs. Viewed from the side of the diagnoses between the needs of individuals with groups and organizations out of sync and of the planning needs of third parties not involved. Evaluation of human resource development is done in proportion. Alternative conceptual models of human resource development Apparatus echelon III West Java Province Education Department has to offer is as stated in figure 4.5, with the prerequisite of political intervention is not too high and the people who have the authority and the authority, the high level of commitment at the leadership at the time to plan a budget activity.
